And finally, the Astoria staff submitted a supplemental report that was perhaps geared toward the ADU discussion, however, the report addresses Astoria’s “relationship” to Statewide Planning Goal 10. The report is available here. Goal 10 is important because it states “Plans should be developed in a manner that insures the provision of appropriate types and amounts of land within urban growth boundaries. Such land should be necessary and suitable for housing that meets the housing needs of households of all income levels” (emphasis added). Note the Goal does not say middle income or low income — it says all income levels. More information about Goal 10 can be found at https://www.oregon.gov/lcd/OP/Pages/Goal-10.aspx. A copy of Goal 10 is available here.

Originally started in 2017 by Astoria’s Mayor Arline LaMear. HOST members are appointed by the mayor. Mayor Bruce Jones has continued the task force. The public is invited to attend. Astoria’s Chief of Police, Geoff Spalding, facilitates the group. The task force does not meet on a regularly scheduled basis. Contact Chief Spalding, gspalding@astoria.or.us, to be added to the mailing list for meeting announcements.

February 6, 2020 — Presentation from Kevin Dahlgren, Community Health Services Advisor, Gresham OR. There are no minutes from the presentation, however, a window into Gresham’s efforts can be seen at Gresham’s Efforts to Aid Homeless.

AMENDED AGENDA
The Housing Liaison discussion run from about 16:55 (min:sec) in the video to about 1:15:6 (hr:min:sec). Astoria Police Chief Spalding starts his Liaison proposal about 26:41 (min:sec). Up until his presentation it’s a general discussion about homelessness — including a statement that in Gearhart the police are good at getting rid of them but “I don’t know where they go.”
A video from Gresham seems to be shown to the participants from about 47:26 to about 55:40 (min:sec). However, this is only an audio recording.
Given that Clatsop County has the highest rate (per capita) of homelessness in the state, and Oregon is in the top 4 states in the nation, there seemed to be a lack of awareness of the severity of the situation by many — by not all — of the participants.
The agenda indicates Warrenton is represented but I believe their city council had a conflict and did not attend this meeting.
