Astoria Planning Commission (including Emergency Shelters) – July 28, 2020
The unapproved minutes are in the August agenda packet and are extracted here. The pages related to the proposed shelter code update in the agenda packet are here. Planner Barbara Fryer’s PowerPoint slide set is available here.
And finally, the Astoria staff submitted a supplemental report that was perhaps geared toward the ADU discussion, however, the report addresses Astoria’s “relationship” to Statewide Planning Goal 10. The report is available here. Goal 10 is important because it states “Plans should be developed in a manner that insures the provision of appropriate types and amounts of land within urban growth boundaries. Such land should be necessary and suitable for housing that meets the housing needs of households of all income levels” (emphasis added). Note the Goal does not say middle income or low income — it says all income levels. More information about Goal 10 can be found at https://www.oregon.gov/lcd/OP/Pages/Goal-10.aspx. A copy of Goal 10 is available here.
