The Housing Liaison discussion run from about 16:55 (min:sec) in the video to about 1:15:6 (hr:min:sec). Astoria Police Chief Spalding starts his Liaison proposal about 26:41 (min:sec). Up until his presentation it’s a general discussion about homelessness — including a statement that in Gearhart the police are good at getting rid of them but “I don’t know where they go.”
A video from Gresham seems to be shown to the participants from about 47:26 to about 55:40 (min:sec). However, this is only an audio recording.
Given that Clatsop County has the highest rate (per capita) of homelessness in the state, and Oregon is in the top 4 states in the nation, there seemed to be a lack of awareness of the severity of the situation by many — by not all — of the participants.
The agenda indicates Warrenton is represented but I believe their city council had a conflict and did not attend this meeting.
