For reference, Oregon’s Housing and Urban Development (HUD) 2019 homeless Point In Time (PIT) count was 15,876 (down from the 2008 estimate of 20,653). Oregon’s rate of homelessness ranks 4th highest of all 50 states. The state’s count in Clatsop County was 894 people for the year 2019. The county has the highest rate of homelessness in the state.
